Karachi NICVD staff have expressed serious concerns over the alleged misuse of power and authority by the Head of HR in the preparation, verification, and processing of the seniority list. The staff has demanded that the Head of HR be immediately removed from the entire seniority-list process to ensure transparency and impartiality.
Employees have pointed out that several important details are missing from the seniority list, while the service structure itself is not clearly defined. Without a proper service structure, it remains unclear how promotions from one grade to another will be determined and on what rules and criteria.

The staff further stated that a seniority list should be issued every year, with a separate and properly verified list for each cadre, so that transparency and fairness can be ensured.
Serious questions have also been raised because the current list reportedly includes individuals who have already left NICVD employment.

This makes proper verification and scrutiny of the list essential.

The staff therefore demands a complete, independent, impartial, and rule-based review and verification of the entire seniority list. The process of preparation, verification, handling of objections, and finalization must be conducted transparently and strictly according to applicable rules.

The staff’s clear demand is that no officer facing serious concerns regarding misuse of authority should be allowed to control or influence the seniority-list process. The entire process must be based on merit, seniority, service record, applicable rules, and equal opportunity for all employees.
