Karachi (Digital Post) Karachi After NICVD, allegations of administrative irregularities and favoritism have now reportedly emerged in SICVD as well.
According to sources, Professor Javed Siyal, who is regarded as a person of good reputation, is allegedly being pressured into making certain controversial and improper decisions.
Sources claim that an officer named Musa Memon was recruited in Grade 17 at NICVD, and legal objections were raised regarding his appointment. The Director General Audit also reportedly expressed concerns; however, neither an inquiry committee was formed nor any effective action was taken on the matter.
Later, after serving for a few years, the said officer was appointed in SICVD first as In-Charge/Acting official, then as Head of HR, and later promoted to the position of Chief Operating Officer.
According to sources, he retired on February 21, yet despite this, he was allegedly quietly reappointed on a two-year contract.
Questions are being raised over the matter, as according to standard procedure, if an officer’s retirement is expected, the post should be advertised at least six months in advance so that eligible candidates could apply on merit and the most suitable person could be appointed as Chief Operating Officer.
The alleged secret award of a two-year contract is being described as a serious matter. Demands are being made for immediate legal and administrative investigations so that no individual’s rights are violated.
There are also calls for strict legal action over behind-the-scenes decisions, alleged favoritism, and violations of rules within the institution.
If these allegations are proven true, the relevant authorities may be held responsible, and legal notices are expected to be issued soon.
