Islamabad (Dijital Post) Detainee Dies During Illegal Custody in the Federal Capital Grave Allegations Against SSP Investigation Usman Tariq Butt; Human Rights Organization to Approach High Court

Islamabad (Dijital Post) The police force of the federal capital, often regarded as exemplary, once again finds itself embroiled in serious allegations following the alleged death of a detainee due to inhumane torture during illegal custody. SSP Investigation Usman Tariq Butt is directly implicated in the incident, facing accusations of unlawfully detaining the victim for several days without presenting him before a court, and issuing repeated instructions for physical torture.

According to police sources, Tarnol Police, acting on verbal orders from senior officers, arrested a wanted suspect from Mianwali who hailed from Bannu. The detainee was kept in custody under the guise of a remand without being presented in court, during which he was allegedly subjected to severe physical and psychological torture in an attempt to force confessions to other crimes, ultimately leading to his death.

Sources confirm that SSP Investigation remained actively involved, continuously issuing instructions to the investigation team from the time of arrest to the point of death. Following the incident, a case was registered under Section 302 (murder) and Section 155-C of the Police Order 2002 against ASI Rana Saleem, Constable Zaheer Ahmed, and Sajid Mehmood. However, the SSP was not named in the FIR.

A prominent human rights organization has condemned this move as a violation of justice, stating that lower-ranking officials are being scapegoated to protect the real culprit. The organization has decided to file a petition in the Islamabad High Court, demanding a full judicial inquiry into the matter and legal action against the senior officers involved.

The spokesperson further urged the Chief Justice of Pakistan and the Chief Justice of the Islamabad High Court to take suo motu notice of the incident, remove the responsible police officer from office, and initiate a murder case over this extrajudicial killing. An appeal has also been made to the Human Rights Commission of Pakistan to conduct an impartial investigation and ensure strict action against those found guilty.
