377 illegal structures identified, including 281 commercial structures; 58 sealed; Rs. 234.685 million recovered

Chairman CDA conducted a field inspection of the Islamabad Expressway Service Road East Project and reviewed the pace and quality of ongoing development works. The Chairman CDA was given a briefing on the project, including progress achieved, ongoing works and the next phase of development.

Chairman CDA directed the Project Director and concerned formations to further accelerate the pace of work and ensure timely completion of the project while maintaining the highest standards of quality and construction. He emphasized that the Islamabad Expressway East Project is an important infrastructure initiative of CDA that will significantly improve connectivity, traffic flow and road capacity in the capital. ADC(G), the concerned Assistant Commissioner and officers of CDA were present during the inspection.

The Chairman directed that approved designs, and construction standards be strictly adhered to and instructed the concerned officers to ensure continuous field monitoring, quality control and effective traffic management during construction so that commuters face minimum inconvenience.

During the inspection, the Chairman was also briefed on the ongoing CDA enforcement operation against illegal, unauthorized and non-conforming construction along Islamabad Expressway East. The operation is being conducted by the Building Control Section and Enforcement Directorate in coordination with the District Administration and Islamabad Police.

Under the ongoing operation, 377 structures have been identified for enforcement action, including 281 commercial structures. So far, 58 structures have been sealed, including 34 along the Sohan Iqbal Town stretch and 24 along the Korang Bridge–Korang Police Station–Gulberg Greens stretch.

Furthermore, 124 structures between Soan and Khanna Pull have been earmarked and demarcated for demolition, with demolition activity already underway.

The violations include unauthorized construction, non conforming land use, construction without approval and failure to comply with mandatory fire safety requirements. Notices were served upon the concerned owners and occupants, followed by enforcement action against those who failed to rectify violations within the prescribed period.

The enforcement operation has also resulted in significant financial recovery. Rs. 234.685 million has so far been collected through land use conversion, construction without approval and de sealing charges. Approximately Rs. 3 billion is recoverable under applicable by-laws on account of land conversion charges, unauthorized construction and violations relating to setback, FAR and covered area.

Chairman CDA directed the concerned formations to ensure strict and uninterrupted enforcement of building control and land use regulations, particularly mandatory fire safety requirements. He reiterated that illegal and non conforming activities would not be permitted to undermine planned development along the Islamabad Expressway.

Citizens and commuters have appreciated CDA’s ongoing development and infrastructure initiatives across Islamabad, noting that improved roads, infrastructure, beautification, enforcement and public-facilitation measures are contributing to the transformation of Islamabad into a more modern, developed, safe, clean and well-planned capital city.

The CDA reaffirmed its commitment to fast-tracking development projects, ensuring quality construction, enforcing planning and building regulations, and providing modern infrastructure and improved public facilities for the citizens of Islamabad.
