KARACHI Transparency International Flags Alleged Corruption at NICVD, Audit Reveals Billions in Irregularities

KARACHI KarachiTransparency International Pakistan has alleged massive corruption, financial mismanagement and administrative failures at the National Institute of Cardiovascular Diseases under the leadership of Dr Tahir Saghir.
In a letter addressed to the Chief Minister Sindh, Transparency International highlighted serious irregularities in financial matters, procurement of medicines and medical equipment at NICVD Karachi.
According to the Director General Audit Sindh report for fiscal year 2024 to 25, as many as 46 serious financial and administrative irregularities were identified at NICVD. The audit states that excessive salary payments and unjustified promotions caused a loss of over Rs 4.80 billion to the national exchequer.
The report also points to unauthorized recruitments, appointments made in violation of rules, and unusually high salaries. Under the non practicing allowance, doctors allegedly received excessive payments amounting to millions and billions of rupees.
Irregularities worth Rs 569 million were reported in the procurement of medicines and medical equipment, while unauthorized expenditures and excess payments resulted in an additional loss of over Rs 400 million. Evidence of failure in tax deductions and misuse of public funds was also noted.
Transparency International Pakistan has demanded a comprehensive and transp
arent investigation into all irregularities at NICVD. Relevant oversight bodies, including NAB, have been informed, making the issue a major test for the provincial government.
