Islamabad (Digital Post) The Prime Minister’s Office demonstrated an immediate response to the PIMS incident and, after the preliminary investigation report was presented, issued directions for departmental and criminal proceedings against those held responsible. This is a positive and commendable step, which makes it clear that if there is commitment and determination at the state level, timely action on serious incidents is possible. The real need now is to ensure effective, transparent, and indiscriminate implementation of these directions and to hold those responsible accountable in accordance with the law.<\/p>\n
The immediate action by the Prime Minister’s Office is also important because, in our country, the process of investigation, inquiry, and action after a serious incident generally continues for a long period of time. As a result, victims remain waiting for justice, while delays in taking action against responsible elements not only weaken the purpose of accountability but also affect public confidence in state institutions.<\/p>\n
This situation draws our attention to one of Pakistan’s fundamental and long-standing problems: our real problem is not merely the absence of accountability, but the failure to provide justice in a timely manner.<\/p>\n
In my view, one of the major reasons for unrest, mistrust, violation of laws, disregard for rules, and the spread of various forms of injustice in Pakistan is precisely this: people do not have confidence that they will receive justice in a timely manner. When a citizen is wronged and has to wait for years to obtain his rightful remedy, the concept of the rule of law becomes weakened.<\/p>\n
The impact of this problem is not limited to ordinary citizens. People who approach the courts also become deeply frustrated by prolonged judicial delays. My own example makes this reality clear. One of my cases is pending before the Honorable Supreme Court of Pakistan, which was last fixed for hearing on October 23, 2025. The court order of that day clearly stated that the case should be fixed again after three weeks. Yet those three weeks have still not come. Similarly, one of my cases in the Islamabad High Court was last fixed in June 2025, while it has now been fixed for September 2026.<\/p>\n
These examples are not intended as criticism of any court, but rather to highlight the broader issue that when a person knocks on the door of a court to seek justice and then has to wait for a long period for a hearing or decision, his hope, confidence, and morale are affected. If a case is not fixed again within the stipulated time, or if several months pass before effective progress is made after a hearing, an ordinary citizen connected with the justice system naturally begins to wonder: when, after all, will he receive justice?<\/p>\n
Delay in justice effectively becomes tantamount to denial of justice.<\/p>\n
If investigations into any complaint, crime, corruption, or administrative negligence are not completed for years, inquiries remain subject to extraordinary delays, or long waits are required for effective progress in judicial cases, the fundamental purpose of justice is affected. The valuable time of the affected person is wasted, mental anguish increases, and ultimately confidence in state institutions begins to weaken.<\/p>\n
Therefore, timely justice must not be viewed merely as a matter of the judicial system; it must be regarded as a fundamental pillar of state governance and the rule of law. The delivery of justice is not solely the responsibility of the courts; the administration, police, investigative agencies, and departmental forums are also part of this entire system. If a complaint or inquiry in any institution remains pending for years, that too is a major obstacle to timely justice.<\/p>\n
The standard of genuine accountability should not be how many inquiries were initiated, how many notices were issued, or how many committees were formed. The real standard should be how many matters were decided in a timely manner, how many responsible individuals were punished in accordance with the law, and how many victims were provided genuine justice.<\/p>\n
Pakistan today most urgently needs equal enforcement of the law and timely justice. When citizens are confident that their complaints will be acted upon within a stipulated period, that their cases will make progress within a reasonable time, and that both the powerful and the weak will be equal before the law, confidence in state institutions will increase and respect for the law in society will become stronger.<\/p>\n
The Prime Minister’s Office’s immediate action in the PIMS incident is both an important opportunity and a test for us. The directions issued by the Prime Minister’s Office are a positive beginning, but real success will come when these directions are implemented in a timely, transparent, and indiscriminate manner, those responsible are held accountable in accordance with the law, and the victims are provided genuine justice.<\/p>\n
Ultimately, the strength of any state is not measured by how strict its laws are, but by how quickly, impartially, and equally those laws are enforced. The true strength of state institutions comes from public trust, and public trust remains intact only when people are confident that the wrongs committed against them will be remedied in a timely and fair manner.<\/p>\n
Timely justice is the real test of genuine accountability.<\/p>\n
