An intelligence report submitted to the government claims that the movement, which initially emerged in <strong data-start=\"434\" data-end=\"460\">Azad Jammu and Kashmir<\/strong> as a protest against higher electricity tariffs and flour prices, gradually evolved into what it describes as a foreign-backed campaign aimed at weakening Pakistan\u2019s position on Kashmir and targeting state institutions.<\/p>\n<p data-start=\"682\" data-end=\"1006\">According to the report, there is what it describes as <strong data-start=\"737\" data-end=\"760\">&#8220;credible evidence&#8221;<\/strong> indicating that hostile intelligence agencies and other foreign elements, particularly through networks based in the <strong data-start=\"878\" data-end=\"896\">United Kingdom<\/strong> and <strong data-start=\"901\" data-end=\"911\">Europe<\/strong>, allegedly provided financial, media, and organizational support to benefit from the movement.<\/p>\n<p data-start=\"1008\" data-end=\"1460\">The report states that the committee&#8217;s campaign moved beyond socio-economic demands and developed into a political movement that challenged the constitutional framework of <strong data-start=\"1180\" data-end=\"1206\">Azad Jammu and Kashmir<\/strong>. It says these demands included the abolition of the <strong data-start=\"1260\" data-end=\"1280\">12 refugee seats<\/strong> reserved in the Azad Jammu and Kashmir Legislative Assembly and calls by some leaders to remove the constitutional oath affirming accession to Pakistan from the electoral process.<\/p>\n<p data-start=\"1462\" data-end=\"1815\">According to the report, the refugee seats were established to ensure the political representation of refugees from <strong data-start=\"1578\" data-end=\"1633\">Indian Illegally Occupied Jammu and Kashmir (IIOJK)<\/strong>. It argues that while constitutional reforms can be debated through political forums, threats to disrupt elections and reject constitutional provisions amount to political coercion.<\/p>\n<p data-start=\"1817\" data-end=\"2126\">The report outlines the evolution of the movement through two major protest campaigns. Following this, an agreement was reached on <strong data-start=\"2340\" data-end=\"2358\">4 October 2025<\/strong> through federal mediation.
